I am Head of Division at Consip, the Italian government's company in charge of the most important national programme for the centralization and modernization of public spending for goods, services and civil works. MY STORY

I am familiar with the most prominent procurement systems (including EU Directives, UNCITRAL Model Law, World Bank Guidelines and US FAR) and I can speak fluently four languages. I collaborate with academic institutions (I am adjunct professor of Economics at LUISS “G. Carli” in Rome) and I act as internal and external examiner for PhD students from many institutions all over the world.

In my capacity as “people manager” in the public sector I believe in equality of opportunities and in nurturing employees’ personal development and individual transformation as well as harmonious collective action, that is, the constant pursuit of individual aspirations/ambitions within the attainment of the firm’s objectives.

My ambition is to thrive in a world where traditional barriers among different professions are progressively vanishing.

I have published extensively in peer-reviewed journals and my book The Law and Economics of Framework Agreements (Cambridge University Press, with C. Nicholas) is the leading monograph on the most widely used technique for demand aggregation.
